Help me chose some stock

I plan on it just for a breeding pair, I'll probably go with bolivians, but apistos would still be the best if I can get some

Apistos would be good. Thing to keep in mind is apistos are harem breeders. You need 2 females for every male. The male is ready to mate every week to week and a half. Females take 2-3 weeks to be ready to mate. So what happens if you get just one female is the male will bully the female because she doesn't want to mate when he does and it can led to permanent damage or death. The female will guard the eggs (even from the male) until the fry are freeswimming and she is ready to breed again. In the 29 gallon, you might even be able to get away with 3 females and a male.

I really like neon tetras. I think they'd look good in there.

Rainbow celebese are really, really nice fish too. When I get my big tank up I want a school of them.
 
Atlantis fish hatchery is in NewYork.. So shipping shouldn't be too expensive and they have nice apistos. I have ordered a couple of times from them and fish are nice, packing is nice.
 
Local fish stores (LFS) almost never carry Apistos. Here in Houston, I've explored dozens of LFS and only found one that carries them. Don't know why, they are beautiful fish. If thats the way you are leaning, consider ordering them online. I have order online a few times, and was very pleased with the transactions. Arizona Aquatic Gardens currently has 3 varieties of Apistos available online, and Bluegrass Aquatics has another variety. There are several other sites that have them from time to time. I would be patient and wait until you find the ones you want.

Same here. I have only ever seen one species of apisto in any of the LFSs here in FL and it was drab and damaged (the LFS in question is awful with caring for their stock).
