Yeah it's a whiptail cat, I had one years ago but mine was banded rather than spotted. It would eat algae but not really dedicated algae eater like a pleco, more of a scavenger. Mine was probably 8" long or so. There's a bunch of different ones but they all have the general flat shape, a bit like a roadkill pleco, and most have the whip fin extension. Snookn21 has a bunch of lori cats on his list but I didn't see any just like that one.
