I would say Ocellaris. The colors and spangle are too dark and shy to be kelberi, added to the lack of anal and pelvic fin spangles.

^ +1 when I see a kel I always look for the anal fin spangling, I don't see any. It could be the quality of the pics, if it develops the anal fin spangling its a kel, if not I'd go w/ ocell

All true points. Although I know with my bahia's I didn't see Spangling until larger than the OP's

Honestly it's hard to tell I would just grow it out until it develops....here is a rapps 4th batch kel around the same size and you'll notice it doesn't have any spangles on it either but definitely developed them later.

I recall the same thing, Rapps had those darker Kelberi that matured very late.
