Help me pick out a canister filter.

You should be able to pick up a Filstar XP3 for around that price, maybe a tad more. I've ran several in the past and they were great. Right now I'm running a XP4 and so far so good!
 
If you keep the emperor, you could get a much smaller fluval canister to supplement the bioload. On the budget you are on, that may be your best option
 
go with a fluval 405. I run (2) emperor 350 and a fluval 405 combo on my 120gal. Works real well.
 
Emperors work great. Theres no reason to keep your water level low enough that it makes that much noise...I have 3 of them within 10 ft of me right now and I cant hear a thing.

Well maybe I could top it up a little more but I'm a little paranoid about a split in the trim around the top.

Also I still don't know if I have water damage insurance. Gotta look into that.
 
Eheim 2215 is my vote for that price range.
 
Emperor 400 and Eheim 2026 for my 90... combo is good...add more water to the tank and see if it gets quite.

If you think an emperor 400 sounds like a waterfall, try my wet-dry :D
