I personally think you have two females. But if The first one is a male the the reason it could be getting chased is the size of the tank, if you had the female fist she would be dominate, or it looks like she is a little bit larger then the male. so it could be alot of things.

I have a pair that is female larger and it works for me but it's in a 125 gallon tank.

im going to do a test run for awhile... when i get home im takin out the female and just leaving the male/female whateve and see what he turns out to be...

I'd say you have two females as well. The first appears to be quite stressed/sub-dominant.
