Roselines get to be 6" and are very active. As a general rule, large, active fish are a no-no with discus because they tend to get stressed out by these types of fish. The bichir should be fine with discus. To me, it boils down to what do you want more. Discus can be very shy and the vast majority of them need dithers to keep them from spending all their time in hiding. But bichir are predatory fish with big mouths, so you aren't really going to be able to find anything that will be large enough not to be eaten by the bichir, but small enough to not stress out the discus. So it's either skip the tetras for a bichir and risk having shy discus (and what's the point of having them at that point?) or skip the bichir. Just my two cents worth.
