help my sick acara and possible outbreak

the HITH thing is confusing me, can it be caused by just agression by other fish, he was getting beat up a lot, and technically i suppose he is a peaceful fish in a semi agressive tank, my water is flawless and i feed good foods, hikari bio gold, bloodworms, krill, silversides, greens for the severums and stuff, bullying/stress is the only think i can think of to cause him HITH, but i still dont know what those damn white things on him and my severum are, anyone??????????????????????????????????????????????????????????????????????????????????????????
 
alright, on further examination of the severum, i think she just has a scale bitten and hanging off her, phew, im glad its just that, and i think the beginning signs of hith on the acara are yes, becuase i need a bigger qt tank, still not sure what the fin thing is, just hoping infection and my tetracyclene will take care of it
