Help Need!! My tab water ph is around 10

I would call the water department and get a listing of what is in the water. It seems dangerously high for consumption. There may be something in the water that is volital. You might try letting it sit for 24 hours in a vat, may lower the PH. RO will take most things out and soften the water, or you may need some resins or something instead. It depends on what is making it so high. In my opinion with what you are telling us RO may be your only answer because of the variations in the water chemistry.
 
thank you, I will try to test my tap water on different time of a day. If there is a time ph below 8.5, I will get a big plastic box to store some.

I just have to do lots of small water changes so I don't shock them. If you don't have ammonia it isn't as big of an issue. If this is correct I would just set-up some new 50gallon garbage bins ect and age water over-night 24 hours before doing a water change depending how big/water volume you need to do. I agree those chemicals are going to cause more issues... That's how the old-timers did it and its still a very good way to do things if needed. just invest in a few potable water tubs,a small circulation pump ect and your gtg. heck you can find old water storage containers dirt cheap on craigslist ect if you keep your eyes open.
 
While you're buying test kits get one for KH and GH too, as you're only looking at a small piece of the puzzle by measuring the pH only. Your solution may be as simple as leaving your tap water in a barrel with a bit of wood or peat for a day or two, or you may need to use RO or rain water to get the water more in line with what your fish need, and it is the hardness of the water that will determine that.

....sad thing is that my ph probe maybe accurate, I bought a test kit yesterday, and the result turn out way higher than 7.6IMG_2636.JPG Now I am helpless

You should get a high range pH kit instead and try that. It tests up to 8.8 I believe
