Cement on threads? lolwut? NO. Teflon tape is all you need. The threads are so tight because they are tapered. The tape is actually a 'lubricant' to let you tighten the fitting. It's quite different than the threads on a nut/bolt for example.

I had one hell of a time trying to stop leaks on threaded fittings. I used teflon tape and paste. Finally used silicone and had no trouble.
