Glad to know i'm not the only one crazy enough to consider this idea.
I will certainly need to screen the inlet to keep debris out of the pump other than that I don't know yet how much of the natural sediment I want or need to effect. I would think no more than enough to allow effective viewing. I probably would need to "dredge" the tank periodically but that is a fact of life here in the delta ayway.
Keep me in the loop as you progress.

Have you checked into the regulations regarding discharging water to the river? I realize you're just keeping fish that are already in the water anyway, but I'm sure there are all kinds of laws covering it.

Yes I have and there is much regulation involved. It is made a little easier as I have "Deeded Riparian Rights" but I have not received an answer from
bureau of reclamation or the regional water quality control board yet , but It looks doable. Not easy but doable, kind of like owning a small business in California. You learn to jump thru hoops if you want something bad enough.
