Help, very shy red devil

Surely dither fish would help in this case?

I agree with the dither fish comment AND Id take out any place for him to hide. I did that with my red terrors and within a month they werent the hiders that they had been prior. I dont know how big your tank is, but I put some boulders that the festae could get behind but not physically hide "in", about 15 or 20 fake plants and they just ended up cruising the tank all the time.

i tell all people this. put a chair infront of your tank and spend time infront of it watching tv it worked for my fish now my fish love me they come up to the front of the tank and arent skittish when you approach the front of the tank it really does work. they dont go flying and bang the glass. my oscar was like that and would just sit in the back corner of the tank. now he wont leave the front when im sitting in front of it

ive seen a few red devils that even at a large size still dart behind things and are kinda shy. dont worry about it though, he'll come around

I'd go ahead and try some dithers, maybe some large Buenos Aires tetras or giant danios. But do not believe that adding feeder fish will help it become more outgoing or aggressive.
