Tiger barbs should be OK but I think silver $s get too large for that tank. Remember, the SAPs should be the main fish in there & the others are all extras. With 3-4 puffers, you don't want to up the bioload too much, they are sensitive fish. If you forgo the puffers, you could keep a couple of SDs in there then.
