Are they not keeping up with the pump? Like, will the tank overflow if you don't turn the pump off?
If the water level is not rising then I would say that it is most likely the pump not flowing enough.
However, if the water level is rising in the tank and you have to turn it off to keep the tank from overflowing, then I think you might have air still trapped in the PVC overflow. It might not be enough to break the siphon, but it could be enough to slow the flow down.
I think you should check the pump first, because it is simple. Just pull the return from the pump out of the water and see what the flow looks like.
If it looks good then I think you should try to reprime the overflows by fully submerging them in the tank and using a high powered pump to force water through them while holding them at different angles, to force the air out. Make sure you then turn them upright while still submerged and put them in place.
