I've kept and trained many cats. None chewed cords, and all were terrified of being sprayed. If you have the opposite, then it's a cat problem. Blocking it off will only force him to find other ways to get at it since he now might regard that area as part of his territory.
In my experience, it's better to train your cat to not want to do something, as opposed to being unable to do it, because being able to do it will always recur once we forget.
Spray the area with repugnant scents (ammonia, I think works, but the other forum can help), squirt the cat and chase it, make loud noises when you do so, the moment it goes behind the tank. In time, it will regard the area as a distasteful place to be.
