is there a better way to refill large amounts of water that must be dechlorinated than a garden hose into buckets?
Yea, besides doing an auto drip, you could refill the tank directly with a hose.
1) remove water you want to change (preferably with a siphon into a drain or outside)
2) add dechlorinator directly to the remaining tank water
3) add back the fresh tap water through a hose
You can match the temp by hand and you're done. Otherwise it's pretty much the same as doing buckets. I've done both btw and this is much easier.
Most homes have at least one faucet, but most have several, which will match the male-female junctions you have on the outside spigot. Faucets in laundry rooms are typically identical, while those in sinks and bathrooms often have a vanity cover with a tiny grate that can be unscrewed. Not all faucets will work, but I've never seen a house or apartment that didn't have at least one.

A couple things. It sounds as though you intend to make solid glass tops, hence the need for drilling holes? If you could get some cross bracing you could put at least one section where the top is hinged so you can just open it rather than removing the glass.
Some people who do large water changes get large food safe garbage cans/barrels and fill 'em up and use a pump to get it from the can to the tank. Depending on what they're doing the may run heaters and air pumps in the can to get tg he water up to heat and blow off chlorine. Usually that's on a pretty good sized setup.

I think I've decided to have some 1/2 inch glass cut to make three 8inch cross braces. That way I can use solid tops, either plexi or glass. Still on the fence in that regard. Building the FB sump now. This thing is coming together!
