Help with RTC!

I noticed slime still coming off of my RTC and his nipped tail and fins are growing really really really reallllly slow, can anyone please help me and let me know what could cause this? Thanks in advance.

As far as the coating on the surface use the big end of a gravel vac and hold it at an angle just under the surface ,you will quickly draw some water and all the coating out of the tank ,do it when you do your wc.
 
Thanks guys i did two water changes last week by scooping the water from the surface to get the oil out but it came back in a matter or days, I'm actually doing a water change as I type. And my water paramters seemed perfect the last time I checked it which was on Thursday after I did the WC. I'm beginning to think the oil is coming from the catfish because i never had oil until after I put the RTC in the tank. I think i need melafix cause his fins have been healing for over a week now and barely shows any improvement.
