hats off for you wanting to do that! i would get too angry and my emotions would take over. id just start beating down those owners if i saw one more embedded dog collar or starved horse.
my parents are fostering a little 3 month old boy-both of his parents are druggies. i dont know how they do it Liz- i couldnt love the child and let go either knowing its going back to a bad environment and end up as a druggie later in life. i know it doesnt always happen that way, but in most cases it does.
like another poster said, i think the most important part is that you need to be impartial to what you see and not take it out on the owners-and cant involve your emotions to the point where you go off on the owners.
may i ask, how old are you? call your local ASPCA or whatever society is around you. also, most police forces have someone who does animal house calls. i would call your local police (they wont bite lol) and ask if they have someone who deals with that.. you may be able to sit down and talk to them!
