HELP!

ok i know this isn't the right section but no one obviously seems to care in the eels section. my spiny eel has this white cottony stuff on him and i just sa it today, it doesn't look bad... yet. but i feel like he might die soon if i dont help him. the picture isn't big but ill post one. its on top of his tail. also he's being really lethargic and breathing extremely fast and i can see the red of his gills through the skin. please help!
 
the only other thing is the tank is my jack dempsey and he never even tried anything, i was nervous at first putting them together but it worked. and now he has this fungus like stuff on him and then i go to look at him and he starts doing flips and barrel rolls and all these crazy movements and then he just stopped. i can't explain it. my JD seems healthy as ever though. thats why i don't understand it
 
....i left him in the quarantine tank for like 5 minutes after he stopped breathing to post and i went to net him and he wasn't breathing at all and all of the sudden he came back to life... im not even kidding.... i'll leave him in there overnight and see what happens.
 
Up the temperature to 82-84 range and add some aquarium salt. I hope your little buddy is still ok.
