The pvc pipe method works great. I always just try to handfeed rays who are getting outcompeted but if he wont eat from your hand, I'd defenitely try the method below.

You can get a piece of PVC pipe long enough so it comes out the top of the tank. Slide it in in front of the Ray then drop the food thru the pipe it will go right to the bottom by the Ray

feed the silver dollars 1st with pellets then feed your ray its food and feed 2-3 times a day so your ray gets a good feed.

I feed algae wafers to SDs so they have to swim around and chew on them a bit. But using a tube to the bottom of the tank works great too

This works well to occupy them. I bought some huge sinking pellets from Kens and they take quite a while to chew them. (-:

I would recommend red worms or nightcrawlers chopped super small...
