I had the same problem with my arowana when I first got it at that size they’re just really picky eaters from what I’ve experienced and you just need to keep offering different things for him my arowana still one week will love crappie fillets from the lake and next week he absolutely hates them and wants pellets or different things and for the fin damage it should heal back pretty quick
Sometimes arowanas go on “fasting” periods, and start eating again after a week. However it could be also because of your water parameters due to high bio load from a small tank. Try getting a water test kit.
Mine often had split fins when younger as he used to be quite jumpy and skittish. Often he would hit the cover glass , even when feeding. It took him a while not to jump when feeding but I also added floating fern which made him much more secure and he stopped jumping from fright too.
Even small oscars can be aggressive so could be the cause. The lack of feeding will be an outcome of being stressed. Either being picked on or jumping into the lid etc.
Sort that and I feel the feeding will come.
I don’t feel your tank size is an issue, it’s a 4” arrowana so not over big for 30 g , ok yes it will need bigger but it’s a start to grow on in, but maybe not with an Oscar.

Mine used to jump into the lid all the time so I eventually added a flat rock onto the top to weigh the lid down so he don’t jump out and not thinking at the time I later realized it’s possible he could break his back if he hits it hard enough and since the lid has a weight it’ll do serious damage to him I never changed anything about it though cause at the time I never thought of it but anyway my arowana when he was smaller would jump at everything I have the tank next to my bed and at night I would wake up maybe 7 times a night from him jumping which I don’t know for sure but believe me moving in my sleep scared him but and it was like that with everything else in the room too and in the water but once he got about 5 inches he stopped and for the last month he hasn’t jumped at all so I’d say just wait for your aro to grow out of jumping so much and keep activity around him to a minimum if possible
