In order for a tank to flow almost 5K gph you're going to need (2) 2 inch overflows.
You must be restricting the pump so much that your single drain is able to keep up... An unrestricted pump of this size would need a 3 in drain if you're only running one.
Can you provide more info? Like a pic of the overflow, actual sizes of the PVC, pics of this "skirt" thing you're referring to?

Did some looking...... The pump uses 1.5in output. If you are seriously using a single 1.5 in drain then you are only using the pump at 1/3 of its potential, as a single 1.5 in drain is only capable of 1350 GPH.
Either modify the tank for 2 2in drains so you can let that sucka eat OR I will gladly send you a few brand new Quiet ones for it so you don't have to modify anything....LOL 2 Quiet 1 4Ks will still be too much for a single 1.5 drain.... But at least this way you loose some noise and aren't wasting 180 WATTS all the time.
So..... Are you up for letting that thing eat or should I box up your new pumps???? LOL

Q1 4Ks are rated at 1017 at no head. They drop off pretty quick though.... 4-5 foot of head I'd guess probobly 750 ea. I JUST got them from Sean (House64) I have only used them twice to empty water cans. I think one of the 3 is still in the box.
But seriously I'de work you a trade in your favor if you are not intrested in wasting all that power anymore. I NEED a second pump for my pond that's submersable and around 5K GPH. If you NEED current I have a 937 GPH powerhead that is tossing my fish around right now that I'm sure they would LOVE for me to remove. I'd throw that in on top of a pair of the Q1 4Ks.
Sizing drains is easy... Just make sure they flow wayyy more than any pump/s you are going to run.
No offense but your sump situation not only sounds wastefull but also risky. If that restriction falls off you are going to empty the sump, overflow the tank, then burn up the pump......
