I would shoot it.
Not b/c I hate the bird in fact I like them I have a T-shirt on right now with two of them on it, its b/c it will not stop coming back to eat your fish and eventual it might bring a mate who will also eat your fish.
There are alot of herings out there

I don't know why nobody suggested this but the best thing you can get is an owl decoy.. they will keep herons away(a 12 quage also works great)

You just beat me to it, A fake owl or 2 should do the trick.... but grenades,guns, super smart dogs and alligators sounds good too

Home Depot has netting for use on fruit trees that you can suspend over your pond and it's not that noticeable. Just keep it a foot or so above the pond and make it so they can't get under it at the sides. If you stake the sides you can use bamboo supports that they sell for growing plants. I don't know if those plastic owls or snakes will work as a scarecrow or not.
