It's a shame that you aren't able to, a topaz puffer would work well if you want to go for one of them

Man it sucks I know but its better this way than finding out in a yr when you're tank is smelling like bad seafood.
As others have mentioned, a smaller species would probably be a better choice overall, though probably harder to come by as well...
Eitherway, its a beautiful tank you got there which im sure will give both you and the fish a lot of enjoyment...
The easiest ones to come by are fahaka and pea puffers IME, maybe you could get 50+ pea puffers or something (albeit they don't need shelled foods, brine shrimp, blood worms, and snails work well for them)
