It all depends on what plants you want to keep. I had Echinodorus and Cryptocoryne flourish in a 10 gal with nothing but a 10 W light bulb ...

welcome to mfk like harley said some slow growing plants such as most speices of crypts can survive well on low lighting where most require 3 watts min per gal to grow well

What size tank? That will help a lot in giving you a good answer.

Java fern, java moss, anubias, and crypts will all do OK in a low light tank.
