I think that as long as the tank has things for them do do then size is not a big issue - mine seems more content with exploring the sandy substrate and bashing things around than using swimming space.

Having tried out a variety of substrates - including none - I have seen real behaviour changes including what could be seen as boredom - lying on the floor with the head pointing up.

If your lungfish is inquisitive and has things to watch then I think he's happy. Given a massive tank (relative to size) my lungfish spent more time concentrating on what was going on outside in the room than swimming!
