could be caused by decor in the tank, but most likely because you have nothing established in the tank. the water changes are not helping. let you tank cycle and get filters that can hold bio media.
 
are you sure its not a bum test kit? sounds like there shouldnt be anything but faucet water in the tank at this point

smaller tanks are harder to maintain than larger tanks

more water more stable water conditions
 
its no good switching to "this new ray because its healthy and eats anything!" it wont be healthy for long if you dont sort out your tank. YOUR water will kill it.

your last ray got ill and died because you dont know what you are doing.

you need to learn the whole concept in bio filtration and the cycle of a tank. once you understand how it all works you will see were you are going wrong.

dont throw your money away on a nother ray for it to suffer and die, spend the money on a new "fluval" filter or another decent make of filter. make sure it has loads of bio media init. rocks arnt anygood. your just gunner have to spend some money on a decent setup if you want to keep rays healthy and longterm.
