Since you are producing both nitrites and nitrates, that indicates the necessary bacteria are present in at least some amount. Since adding 4ppm ammonia to the tank represents a bioload far in excess of what 10 small fish would produce, you will probably be fine. Just do a big water change and keep an eye on your levels and make sure everything is stable. Putting the fish in a 5g bucket would be counterproductive. Even if your tank is not completely cycled, 75g of water is better than 5g.
