Not to derail but I just saw a pic of a avatar aquascaped tank, complete with floating boulders and all.

You should check garage sales and thrift stores looking for old toys. I am sure you could find some tank props that you wouldn't even need to paint. My son used to have a castle playset that all the village doors would of worked perfect for what you are trying to do.
 
I was thinking of doing something simililar, the gondor castle in lord of the rings. The best thing I've come across is poly clay which can be painted and cured in the lower temps of the home oven. This should work pretty well for your project. I'm still looking though as my tank is 6ft L by 3H and the clay needed for this size would cost far too much.

I like that idea with the toy idea, I think that most of the decorations will come from either method.
