Actually, they aren't. If illegal fish are found, they are snagged and held (alive) at state designated holding facilities. The animals are evidence in the court case. After the trial (or if surrended) they are either left at the permited holding, or shipped out. Rarely they are killed.

I feel relived for any fish that has been held or hold up for the matter den..
