Homemade overflow system any info?

I would like to know if anyone uses this type of overflow? Purchased this off a 70 year old man that was getting out of hobby. Would like info or opinions on reliability, and operation.

I made one myself before. I initially hated my for having no filter/guard/screen. Keeps getting clogged. I dismantled it for low flowrate. You will need a device to permanently and STRONGLY prime it (remove the air). There are just far too many reasons the flow rate will go down like water level change, clog buildup and everything else. Or you can simply make one with a larger pipe diameter. It's works OK when done right.
 
I saw it working at the man's house. He said he had been using them for a long time. Also never any problems. He said to suck the air out with the small air hose that attaches to the U that goes over rim of tank,once every two weeks. I have duckweed in my tanks, think it might have to go. I am scared it will accumulate in the pipe and eventually clog the pipe.
