Agreed.
It's mostly a spacial problem/ budget problem. OCP has the money to set up a new place for their sturgeons, but they just don't want to. Instead they're building a new crappy chinatown where nobody but 3 year olds will go.
If a 14 year old like me can spot some of these mistakes they're pretty hopeless...and also some of their other tanks are pretty overstocked.
Plus they have (or had) goldfish displays with 5+ goldfish per 20 gallon tank.
