or maybe reinforcing steel bars like arapaimag's? 4" is too thick would that help? i can give you stock list, do you want it? i don't want to bother if you don't want it, as it is quite long (most are small, 2- feet, ant there wouldn't be many of each of the larger ones, so it wouldn't be overstocked...)
 
what about walls? would the same construction as yours be sufficient? or would they need to be thicker too?

i know this is the wrong place to put this, i just thought it would be a waste of space to make this a thread, i guessed that you, as a mod, know why?

john, did you confirm the baby one? and how big is sam currently?
how much is the initial setup, and how much does it cost monthly? (not including food, as stock would be different, as well as price... i know where i can get 5 pounds of frozen mackerel for about $50
