8x4x2 is around 400 uk gals...that's 64 cubic feet.
I think smaller tanks stunt growth without a doubt although water quality, food and water changes also have large impact. Pheromones are know to build up and stunt growth in fish so a small tank with low water changes versus a big tank with lots of water changes will result in different sized fish. Keeping a young ray in a small tank will possibly hold it back. I think high nitrates also hold fish back but far less proven.
