How can I remove nitrates?

Yesterday My tank water was over 80ppm so I did a 75% water change and overdosed with Seachem Safe/Prime. Did not help.

Keep in mind that Safe/Prime are reducing agents, and when your tank ran out of chlorine to reduce, those dechlorinators started looking for other things to reduce, such as 02. Perhaps your rays reacted to a sudden depletion in oxygen? You might want to consider adding some air stones etc to increase surface agitation.

My only issue with the pothos is my fish want to pig out on the roots. I have to use baskets & really need a separate refugium.

I landed up removing one of the end caps, and just using a grill from a protein shaker bottle (better flow and the pump I got was stronger than I expected, the end cap was making water shoot back out the holes the pothos were in).

I need a trellis of some kind. Right now I just havePothos vines draped all over the tank. Also inside the tank.
My fish needed some more cover, so I just tossed whole vines in the water.
They seem to be surviving weeks later, but no idea how long they will before they croak.
I give the tank a lot of oxygen thru airstone/sponge filters, plus there is a sump, so lots of splashing.
No idea if it helps the Pothos though.
 
Get bottled water for the time being. Please note when you add a dechlorinator you need to make sure you have enough oxygen in tank. I had such instances in past when my fish started to gasp for oxygen and came to surface. So please dose prime accordingly. If you can't get ro system right now just but bottled drinking water and mix it with your current water but its more better if you could buy ro water or distilled water. It will have huge impact in loweing nitrates dramatically. Good luck.
