That doesn't mean you should encourage people to do so...too many people on this website that don't have a clue about game and fish laws are telling people the wrong things to do, I see it all the time on the native forum. It would be nice if the mods took a bigger stand against it.

And they actually got busted from game and fish wardens on the forum. But I agreed with you, it would be nice if the Mods take a bigger stand against it in the Native sub-forum.....For your record, I got a warning from a warden last week for kept an undersized walleye (it was already dead from bleeding out with the hook stuck into the throat) and you cannot return a dead fish in the water. Wardens do indeed hide in the woods and stalking the fisherman to see if they do illegal things as I have learned that. They have a right to check on your fish.

If you got a fine, they have a power to revoke your fishing/hunting license. It may be permamently or not.

Have a record, it can hurt your future career jobs.

So don't suggest the OP about cast netting or fishing for undersized flathead. Suggest him to the hatchery in a legal way.

it is not easy to catch a baby flathead when fishing they are less likely to take the bait than a bigger one i think ur best bet would be go to an area that has flat head and drop down a bait fish trap that won't allow larger fish in it tie on a long line so that trap hits the bottom then go check it the next day rebait and try again
