Solar main heat... electric heat backup????
Electricity in Watts is pretty much a direct conversion to Watts of heat so there is no real "more efficient" electrical water heater. Once you have the tank up to temperature you will have to replace all the Watts of heat that escapes the tank. So the better the insulation the less electricity you will have to add. To reduce heating costs you will need to find a cheaper source of heat... like natural gas.
A huge source of heat escape from a body of water is through evaporation. When water evaporates it sucks heat from the surrounding water causing the remaining water to cool. So controlling evaporation will help a lot with controlling heat loss (Ask any swimming pool owner). The bigger the temperature differential between the water and the surrounding air the more heat you will loose to evaporation. The lower the humidity of the surrounding air the more heat loss also!
I would look into some solar hot water panels for "Free" heat if you have to add a lot of heat (Watts) into the tank.
