How do I safely clean this?

That filter you have looks like a Emperor and it's missing a bio-wheel. Alot of people have problems with the bio-wheel stopping from spinning........


I had a biowheel that stopped spinning and I just washed the areas where it spins(and the two purple things that hold it up), and now it spins faster than the other biowheels
 
im not 100% sure but to buy a replacement bio-wheel and filter cartridges it will cost you close to a new filter..if i were in your situation i would stuff it with floss and save up for another one and add it on when you can...more filters is always better...with 2 running you can stagger your maintenance so you will always have BB going...BTW bio wheels are also annoyingly loud....unless your into the water feature trickling noise thing
 
If the BioWheel spinning slows, or even stops spinning, it doesn't mean it's working any less efficiently, as it also states in the manual you get when you buy the filters. It`s almost expected for it to slow.

Also, I don't find the biowheels loud at all. I have two Emperor 400s, and 1 Emperor 280 in my bedroom (making 5 biowheels total), and the only time I ever hear water trickling is if my water level drop too low from evaporation, and thats only when I've slacked on my waterchanges. So if you are good with your waterchanges and don't let your waterlevel drop too far below the filter itself, you won't hear anything.

As for the OP, I`d get new filter pads instead of using that one, and if the biowheel you have is in the same shape as the filter, you may want to get a new one of them as well. I don`t believe it will cost you close to a new filter like what was stated before, however I don`t know exactly what price it is.
 
vinegar is the best choice. then scrub it with an algae pad
 
its still good! just some vinegar, how water, n elbow grease. and a new filter insert n bio wheel but u dont really need one. you dont want that algae to come back tho so scrub it girl! then fill it with RBP's! :D
