I have never attemped doing this but I was just thinking that you could take the measuments of the tank and lay the tiles out and silicone htem on some fabric then silicone between the tiles to sreve as "grout" just make sure you have 1/4 inch gap all around the sides of the tank that way its still removable ? I mean if it wont work tell me but still being new I thought I'd try and give my 2 cents lol
Sounds like a pretty good idea, but I dont like having to have a crack where the tiles would meet the side panels, it might trap ray crap and screw up my water again. I might just completely secure the tiles RIGHT into the glass itself. I'll have to ask some of my carpenter friend's how safe this is first though.
Get some glad cling wrap lay it across the bottom of the tank.
Put the tile over the cling wrap as tight as you can. Then silicone the cracks and the sides. Now if you have to remove it, such as the poor guy in the other post all you have to do is use razor where it touches the glass along the sides. Plus since you have silicon all the cracks stuff cant get under it.

Sorry, this just seemed like the obvious question... don't rays naturally live on the sandy bottom and bury themselves? That being true, why do you want to keep the sand away from them?
