If you want a nice one i got a aqua bid seller that has great quality ones for decent prices.
I think he should just keep the one he has. Even if it doesn't become a stunner, flower horns are really fun fish too have.

Personally I would rather use my expenses as in space, equipment, electricity, water, time on a fish I want to have rather than one I got because there's no other option. But to each their own, if you like the fish than more power to you.
That is a mutt for sure but I have no clue what its mixed with. It looks like the grand parents was a fh and something and then the second generation "dad" was mated with a blood parrot or somthing so the flowerhorn traits are basically not there as body shape, fin shape, and especially the head and the mouth. That's what gives it away, but i got no clue of what it was bred too create this fish... there's more "other" fish than a flowerhorn.
So I believe it wont change much at all and it will stay as it is, with the exception of colors may slightly change. I've seen many breds of fh's but never one with a head/face/mouth like this one so I believe the fh "trait" is very very limited. Only the half flower line shows that its has some sort of flowerhorn in it.
looks like a kamfa, but not sure. does it have red eyes? and i say male !

here is the thread for the Petsmart's kamfas. At around 3-4 inches it should have growth into its mouth but its still very very pointy. But who knows! keep up updated.
