How far can a Fluval FX5 pump?

I would imagine that you risk leaking seals by exceeding the 4'9".
 
And if you make a refugium or sump, the FX5 can't pump it back up that far (I have also personally felt that it is dumb to use a canister as a return on a sump). You will need a pressure rated or high flow pump to get water that high. Reeflow and Iwaki (with Jap. motor) are both very good pump manufacturers.

Ah I was mistaken for 10.8 ft hose length as head height.
 
Putting the filter in the basement takes it away from the display. I've toyed with moving my canisters into another adjacent room, never down a flight of stair though.

Now if you were going to make a sump I'd say stick it in the basement for sure. You'd be able to better qualify all of the OPs requirements. It'll be quiet, you can make it flood proof if engineered properly, and you'll be able to do most of your maintenance without even being in the same room as the tank.

If you're going to out it in the basement do yourself a favor and put a t valve with a shutoff somewhere over a sink or hooked onto the outflow for your houses wastewater. You can make your water changes almost automatic. With timers, you could make them fully automatic.
