I used to do Koi ponds and the minimum for southern California was about 3-4 feet without the need to heat. There are the exception of course, desert environment and such.

When I was in Singapore I saw babies for sale in 40 gallon tanks. What is the rate which they outgrow tanks? The same place had some at about 5 feet in an outdoor pond which I would estimate at about 10' x 10'. They sold me some fish to feed to the 5 footers--it was fun!
