How large do tankmates need to be for a 3 foot fire eel?

I have a 1' eel that ate some small neons I had in the tank, I put some larger ones in when I upgraded, along with several other fish that size and no problems yet. I'm sure when he gets big enough he will eat the smaller mates. Just keep it smaller than the eel's mouth and keep them well fed and shouldnt have a problem.
 
From what I've heard, a fire eel will eat what he ate as a baby/ youngster. So, if someone fed them small fish or raised them in a tank where they could grab them at times, then they would be much more likely to eat them as an adult. My guys are 100% not interested. Getting them to try things other than worms and shrimp is hard. My one will eat slices of tilapia if I refuse to offer anything else. As for getting to 3', I will guess that two of mine will only hit between 32-34" and my other one has every shot at being a full 36" easy.
