Two issues here. Not sure what you mean by "waste tank water", but using cycled tank water does virtually nothing as the bacteria lives on surfaces. If "waste tank water" refers to the rinsing of filter media into an unestablished tank, that could work. Leaving the tank empty for a week will not keep the nitrogen cycle alive. You need something to feed the cycle or bacteria will die.

I couldn't find pure ammonia without any soap, and I was extremely tempted to pee in my tank. I know people have done it, but your also introducing other toxins and waste into the tank besides the desired ammonia, so i would advise against it.
