I would put a school 6-8 in. I had 6 in a planted 55gal and even during spawning the plants and driftwood gave each a hiding spot.
As for tank mates-other dwarf cichlids are good ( mine worked well with rams and checkerboard cichlids. Aslo, when choosing tetras becareful, neons will eventually fit in their mouths and they will eat them, serpae tetras tend to be nippy and eating their fins. Choose tankmates that stay along the bottom. I love cories with angels.
Plants- try plants with big leaves to spawn on like anubias[FONT=arial,sans-serif][SIZE=-1] Barteri, anubias congenesis or vallis grass. Also tall driftwood gives them a sense of security I find
