Cheaper... probably not depending on which equipment you buy but the equipment technology will certainly have changed. Sumps are not essential but have many benefits and no drawbacks other than the initial setup (plumbing etc).
I would never spend 3k (or even 1.5k) to setup a 70g reef tank but that's just me. If you look around and are patient good deals can be found. There is a full reef tank with corals and all equipment for $700 near me.
