Yeah, maybe you should go backwards. Start off with how much you can spend(before fish) and figure out how much you can spend on each item.

You're going to need
Liner
landscaping material
Pump
Aeration
Piping
valves
Bio Filter
Mechanical Filter
Plant Life

Muske is right I would go with the EPMD liner, btw.
I will get Liner
Why do I need Landscaping material?
I will get Pump
Small Waterfall will act as Aeration
Why do I need piping? Isn't there a hose that connects from the pump to the filter?
What are the valves for and how much do they cost?
What is the difference between Bio and Mechanical Filters?
^
I will get plant life.

I have built 3 ponds in the past 10 years here in California. I tried 3 different kinds of liners, but by far the toughest and cheapest is a material call PPL24. It's sold by a company called Bendtarp. It's UV proof, puncture proof, durable and cheap. It's amazing stuff.

I bought more of it 2 years ago at 41 cents per square foot.

Here is a link (I don't work for the company):

Can I buy it in Australia? OMG! IF I CAN IT WILL BE FRIGGIN AMAZING?

I am building an ecosystem and I am going to need these many shrimps for them to be able to survive, so they can breed faster than they can be eaten. Any ways its not like they are just waiting to be eaten, its going to be hard to catch them. There are also many caves were they can hide. The Minnows will help give more food variety. The Arowana won't be able to eat fish that are as big as the Electric Yellow's.

Wait are you saying this because you think the fish will be eaten or because it is over stocked?

I have asked like a million people about the whole ecosystem thing and they all say it will work, plus, I will add the shrimp, give em a month to build a colony, then add minnow, give them a month, then add the electric yellow/blues, the clown loach and the angel fish, give them 1 and a half months, then add the 2 frontosa and give them a month, then add the fish that will be at top of the food chain.
