I just have a simple HOB filter but it doesn't seem to do a great job unless the debris is really small and constantly free floating. Any ideas on containing the poop problem?

yeah, you could get rid of the pleco or you could use a reverse UGF..the "RUGF" makes all the poop free floating off the substrate until your filter sucks it up (be sure to clean your filter more often though)..a "RUGF" probably works better with an overflow to sump..

It boils down to either stronger bigger filtration or/and more frequent gravel washes and water changes.

I use a combination of HOB and canister filters on my tanks, and usually there's always a dead spot that develops somewhere and the turds end up collecting there. I use a couple of those small rio submersible pumps with adjustable flows to keep the water moving and even the heavy solid stuff eventually gets picked up by the filter.

Well, it's only a 30g tank so I think a sump might be overkill (correct me if I'm wrong). As for the RUGF will that cause a problem since my substrate is sand? If it's constantly stirring up the bottom wouldn't sand never really settle...?

I just use airstones to keep the water moving and I find most of the large waste eventually gets picked up. And my pleco every now and then will just chill in his favorite spot on a piece of driftwood and let a good foot long turd drift off towards the top of the tank.

my puffer is constantly letting little black "terds" everywhere. it looks like i have white sand with black rocks if i dont clean it everyday...

only a 30 gal? yeah, i wouldnt make a sump just for that..my comment about the overflow box is just that it would be alot easier for an overfow box to suck all the poop up vs just a filter intake..

i would assume that the sand wouldnt settle as well..i've read a post here in the DIY forum that someone set-up the custom jets a little above the top of the sand, so that the sand wouldnt get stirred up..he also siliconed sand on the jets so you cant see it at all..

all that would be alot of work for just a 30g ...but, i guess it boils down to how much you love your fish ;)
