how old does a leo have to be to breed?

I'm finding with leos and henlie that the claspers look mature on them but the males don't seem interested in breeding. My 3.5 year old male henlie I don't think has bred yet. I'm kinda wondering if it isn't actually the males (leos and hens) that are taking longer to mature even tho it seems physically they are mature? Rudy's (Tim's) male took just about 5 years to start breeding with his female that was over 10 years old and over 30" across the disc.
 
I know someone who has a 3 year old leo with claspers the same size as a pup still. I wonder could it be diet that causes some fish to mature before others.
