have them put some oxygen in the bag. If thats not possible, then grab a portable pump ( kmart sells this ) , get a bucket and put the fish in the bucket with the air pump running.
When Katrina hit Baton Rouge i was without power for three days. Most of my smaller cichlids died but my Oscar, Pleco, and Catfish made it. i wish I had known about the battery powered pump.
