How to clear up green mercky water.

Again, killing the algae off all together can cause dramatic ammonia spikes, even lethal ones, depending on how much you have. Chems are never a good choice, as they will take up space in the water that would normally be filled with oxygen. With a raised ammonia level, and low O2, you will see your fish acting strange or even dying.

This tells me that, either you have a astronomical amount of algae, you use some form of nitrate removal, you have a planted tank, or you have a bad test kit. High phosphates cause some alga, but in the case of unicellular alga, the cause is most attributed to excessive lighting.
